中國潛水救撈行業(yè)協(xié)會簡介

中國潛水救撈行業(yè)協(xié)會（原名中國潛水打撈行業(yè)協(xié)會）經(jīng)民政部批準于2008年6月2日成立。2022年12月被民政部評為全國性AAAA級社會組織。黨建工作領(lǐng)導(dǎo)機構(gòu)為中央社會工作部，登記管理機關(guān)為民政部，業(yè)務(wù)指導(dǎo)部門為交通運輸部等有關(guān)部委。

中國潛水救撈行業(yè)協(xié)會是全國唯一一家從事各類潛水、打撈、救助、海洋及水下工程、船舶及設(shè)施建造、潛水打撈裝備裝具制造、潛水醫(yī)學(xué)保障、海洋海事科研、防污染、教學(xué)、培訓(xùn)、保險等相關(guān)機構(gòu)自愿結(jié)成行業(yè)性和非營利性社會團體。目前，協(xié)會擁有單位會員千余家、個人會員3000余名、各類專家250余人。協(xié)會下設(shè)5個辦事處、2個聯(lián)絡(luò)處、5個分會、13個專業(yè)委員會、1個智庫專家委員會，共26家分支機構(gòu)，已成為國內(nèi)外頗具影響力的行業(yè)社團組織。

十七年磨礪，榮光初就。協(xié)會始終秉持 “一個目標、兩個追求、三個服務(wù)” 的發(fā)展宗旨，按照現(xiàn)代化、國際化、規(guī)范化的要求，將中國潛水救撈行業(yè)協(xié)會建設(shè)成為國家一流的社團組織，與國際重要涉海組織并駕齊驅(qū)，合作發(fā)展，為國家海洋開發(fā)和海洋強國戰(zhàn)略作出重要貢獻；致力于促進潛水打撈行業(yè)的全面發(fā)展，以適應(yīng)國家經(jīng)濟社會形勢發(fā)展的需要，在國家海洋強國戰(zhàn)略的大局中能所作為，有所作為。協(xié)會從單一的潛水員培訓(xùn)發(fā)證和潛水打撈機構(gòu)能力信用等級評估，拓展到如今基本涵蓋海陸工程、文旅潛水、公共安全與應(yīng)急救援為主的“三主四支持”七大業(yè)務(wù)板塊，極大地提升了我國潛水和水下作業(yè)安全水平以及國際競爭力。同時，協(xié)會的行業(yè)自律管理體系也基本成熟完善，已先后發(fā)布施行20余個自律管理辦法、60個團體標準,每年組織會員服務(wù)能力和信用評估，規(guī)范市場秩序，推動行業(yè)誠信建設(shè)，完善自律性管理約束機制。協(xié)會圍繞國家發(fā)展大局，引導(dǎo)和規(guī)范本行業(yè)自律行為，維護本行業(yè)及會員合法權(quán)益，組織和協(xié)調(diào)行業(yè)內(nèi)關(guān)系，助推和提升本行業(yè)整體管理水平和服務(wù)能力，發(fā)揮政府與企業(yè)之間以及政府與社會之間的橋梁和紐帶作用，承擔應(yīng)盡的社會責任和義務(wù)。

China Diving and Salvage Association

China Diving and Salvage Association (CDSA, formerly China Diving & Salvage Contractors Association) was formally established in Beijing on June 2, 2008, with the approval of Ministry of Civil Affairs. In December 2022, it was rated as a National AAAA-level social organization by the Ministry of Civil Affairs. CDSA's Party Building work is guided by the Society Work Department of the CPC Central Committee, with the Ministry of Civil Affairs as the registration authority and the Ministry of Transport and other relevant ministries as operational guidance departments.

CDSA is the only national non-profit social organization in China voluntarily formed by institutions engaged in various fields including diving, salvage, rescue, marine and underwater engineering, ship and facility construction, diving and salvage equipment manufacturing, diving medical support, marine and maritime research, pollution prevention, education, training, and insurance. Currently, the association has over a thousand institutional members, more than 3,000 individual members, and over 250 experts. It has established 26 branches, including 5 offices, 2 liaison offices, 5 sub-associations, 13 professional committees, and 1 Think Tank and Expert Committee, making it a highly influential industry association both domestically and internationally.

Seventeen years of dedication have culminated in initial glory. Adhering to the development philosophy of "One Goal, Two Pursuits, and Three Services," CDSA strives to build itself into a first-class social organization in China, aligning with modern, international, and standardized requirements. It aims to keep pace with major international maritime organizations, foster cooperative development, and contribute significantly to national marine development and the maritime power strategy. The association is committed to promoting the comprehensive development of the diving and salvage industry to meet the needs of the national economic and social development, playing an active and impactful role in the broader context of China's maritime power strategy..

From initially focusing solely on diver training and certification and capability credit evaluation for diving and salvage institutions, CDSA has expanded its scope to cover seven major business segments, primarily including marine and land engineering, cultural and recreational diving, and public safety and emergency response, collectively known as the "Three Pillars and Four Supports." This expansion has significantly enhanced the safety level and international competitiveness of diving and underwater operations in China. Meanwhile, the association's self-regulatory management system has matured, with over 20 self-regulatory management measures and 60 group standards issued and implemented. Each year, CDSA conducts assessments of members' service capabilities and creditworthiness, standardizes market order, promotes industry integrity, and improves self-regulatory mechanisms. Centered on the national development agenda, CDSA guides and standardizes self-regulation within the industry, safeguards the legitimate rights and interests of the industry and its members, coordinates relationships within the industry, and enhances the overall management level and service capability of the industry. It serves as a bridge and bond between the government and enterprises, as well as between the government and society, fulfilling its social responsibilities and obligations.
